Seen, no reply: what he is really telling you
A read message with no reply is not a mystery to decode: it already is a reply. Understanding it saves you days of interpretation.

The phone says he read it. Minutes pass, then hours. And you start doing what everyone does: rereading the conversation, hunting for the mistake, wondering what you wrote wrong.
The truth is simpler and less comfortable: an interested man finds the time to reply, even badly, even late, even with three words. Prolonged silence after reading is not distraction: it is a choice, and like every choice it communicates something.
This does not mean every slow reply is a rejection: it means the pattern should be read over time, not in a single message. If silence is the exception, breathe. If it is the rule, you already have your answer.
The right question is not "why doesn't he reply?" but "why am I still here waiting?". Moving your attention from his phone back to your own day is the first step out of the waiting room.
